This Teaching Certificate, issued on June 26, 1893, to Joseph Earl Meadows, is the first certificate issued in Kings County when the county was formed in 1893. At that time the responsibility of teacher certification was the responsibility of the counties. Certificates were issued to graduates of colleges or normal schools or upon passing of tests in subject matter and teaching methods prepared by the County Superintendent of Schools.
In 1893, seven teachers were granted certificates upon examination. Joseph Earl Meadows attained the highest standings and was granted the first certificate.
